    The concept of ‘creative society’ refers to a phase of development of a society in which a large number of potential contradictions become articulate and active. This is most evident when oppressed social groups get politically mobilized and demand their rights. The forms of social movements and their intensity may vary from country to country and place to place within a country. But the very presence of movements for social transformation in various spheres of a society indicates the emergence of a creative society in a country.

    For achieving inclusive growth there is critical need to rethink the role of the State. The early debate among economists about the size of the Government can be misleading. The need of the hour is to have an enabling Government. India is too large and complex a nation for the State to be able to deliver all that needed. Asking the Government to produce all the essential goods, create all the necessary jobs, and keep a curb on the prices of all goods is to lead to a large cumbersome bureaucracy and widespread corruption. The aim must be to stay with the objective of inclusive growth that was laid down by the founding fathers of the nation and also to take a more modern view of what the State can realistically deliver. This is what leads to the idea of an enabling State, that is, a Government that does not try to directly deliver to the citizens everything that they need. Instead, it (1) creates an enabling ethos for the market so that individual enterprise can flourish and citizens can, for the most part, provide for the needs of one another, and (2) steps in to help those who do not manage to do well for themselves, for there will always be individuals, no matter what the system, who need support and help. Hence we need a Government that, when it comes to the market, sets effective, incentive-compatible rules and remains on the sidelines with minima interference, and, at the same time, plays an important role in directly helping the poor by ensuring that they get basic education and health services and receive adequate nutrition and food.

    1. The Supreme Court on Wednesday upheld the Juvenile Justice Act providing for differential treatment to a minor irrespective of the nature of crime committed by him or her. The apex court bench headed by Chief Justice Altamas Kabir upheld the Juvenile Justice Act by declining the prayer that the age in the act should be reduced from 18 to 16 and those involved in heinous crimes should not be treated differently.


    2. The Reserve Bank opened a special borrowing window of Rs 25,000 crore to help the crisis-ridden mutual funds tide over liquidity problems. RBI has decided to conduct a special 3-day repo auction under which banks would be encouraged to raise funds totaling Rs 25,000 crore at 10.25 per cent for on lending to the mutual funds.

Within a week of Random House and Penguin merging to become the world’s largest books publisher with an estimated revenue of four billion dollars, the aftershocks have started. The new entity, eager to cut cost and streamline operations, has asked author Vikram Seth to return his 1.7 million USD (approx Rs ten crore and thirty lakh) advance, a part of which was paid to him for A Suitable Girl, the ‘jump-sequel’ to his best-selling novel, A Suitable Boy. Seth was scheduled to submit his manuscript this June but has been unable to do so, leading to the publishers’ démarche.

    1. The Government on Tuesday liberalised FDI limits in twelve sectors, including telecom and defence. Paving way for fresh investments in telecom companies, the government cleared 100 per cent FDI in telecom sector. To boost the sagging economy, the government also raised FDI in defence sector from 26 per cent to 49 per cent. But the hike comes with some conditions. 49 per cent will only be allowed with state-of-the art technology transfer.


    2. Finance Minister P Chidambaram has said that all LPG consumers will get subsidy in banks accounts through Direct Benefit Transfer (DBT) by this year.

A bench headed by Chief Justice Altamas Kabir asked the petitioners, including former Chief Election Commissioner N Gopalaswami and former Chief of Naval Staff Admiral (retd) R H Tahiliani, to approach the high court which is "equally equipped to deal with the matter".
